 The flood defences aren't for the little canal in the picture. They are for the North Sea Canal, the big ship canal which runs from the North sea to Amsterdam and then into the IJsselmeer. It's on the side of the embankment which you can't see. It's probably not really needed now because there are bigger locks and flood gates which separate the North Sea Canal and the IJsselmeer from the sea.
