 There are websites which give data from sensors of various kinds all over Iceland: weather stations, seismometers, traffic counters. I don't know if this is any of those though. It doesn't look like it can measure the weather, its position doesn't coincide with any of the traffic measurements, and although there are a lot of seismometers around here, there aren't any near where I saw one of these a few days ago.
