 A curving level crossing. There is a barrier in the trees on the left which can close the bike lane. I would guess that the lights which are facing towards us must be to warn cyclists and pedestrians who have just crossed the tracks that the barrier is about to come down. Incidentally, a few days ago in Oudewater, I had to duck to avoid getting hit on the head by the barrier for a lifting bridge because it came down while I was considering whether I needed to cross the bridge or not.
