It looks like it must be a sundial but I couldn't see how it worked and thought that perhaps there was a part missing. Somebody has suggested, sensibly, that the terminator line between the light and dark parts of the sphere is what shows the time. That makes sense. That line is currently going through "XII" and it is about twelve o'clock if you ignore daylight saving time.
