As I approached the Watts Bar Dam, I realised that that was where the cooling towers which I saw earlier were. I was a bit confused because hydroelectric power stations don't usually need cooling. I've now found out that as well as the 200 MW dam, there is also a 2.4 GW nuclear plant there. These blue signs point away from it.
