This is Wave Rock. Information boards explain that in the past, the surface of the soil was at the level of the top of the wave. The soil near the surface was dry and didn't affect the rock but a few metres below the surface, it was damp and alkaline and so the rock dissolved. Later a river changed course and washed away the soil and the dissolved rock, leaving this shape.
