 The pieces of paper around the map are another copy of the distances to other settlements. This reminds me of the way that cafes whose customers are mainly hillwalkers or cavers or people doing similarly hazardous activities tend to have a lot of helpful information on their walls so that people can consider their options while having breakfast. I've never been anywhere before where most of the motorists passing through are undertaking such a big journey that they get similar treatment.
