 Guess what the missing word used to be. At some freeway entrances, there is a smaller sign without the word "PEDESTRIANS". I don't know whether that's because the rules are different on different parts of the freeway. I've never seen a sign telling pedestrians to exit. Technically, pedestrians are animals anyway so the signs do still ban them.
