 This is probably one of the devices for counting how many vehicles use the road. It probably doesn't quite work properly if two vehicles cross it in opposite directions at the same time, which the probably do given that no matter how quiet a road is, even if it only has one vehicle each way per hour, they still always both try to pass me at the same time.
