The car on the left has one of the new-style French registrations. There aren't many of them around yet. Each département in France has two-digit code, which is used in several situations including postcodes and social security numbers. These codes used to appear at the ends of registrations: "21" for the Renault and "70" for the Peugeot. The new registrations don't properly include the code but a lot of people still like to display it so instead it appears in a band down the right-hand edge of the number plate: "25" for the Opel. Exactly the same change happened in Italy a few years ago, which is probably where the French authorities got the idea.
